Overview
The Advanced Professional and Continuing Education Course in Countering Crime and Safeguarding Fundamental Freedoms and Rights in the E.U., developed from a legal perspective, offers participants the essential knowledge and assessment tools for an integrated response to crime, with particular attention to organised crime. The free movement of people, goods and capital, one of the European Union's great advantages, was in fact among the first opportunities exploited by criminal organisations, for which national borders represented merely an obstacle to their trafficking.
The programme is aimed at a broad and qualified audience: State officials belonging to the Armed Forces, Police Forces, the Office of the Prime Minister, Ministries and Parliament, business operators active in critical infrastructure and in the defence and aerospace sectors, intelligence scholars and analysts, mass media and private security operators, as well as university researchers and anyone who, driven by strong motivation, wishes to deepen their knowledge of the subjects covered.
Training takes place entirely online: UNINTESS adopts the e-learning methodology, which allows lessons to be followed anywhere and at any time, with only Internet access required. Study material is delivered directly to the participant's email inbox, accommodating the demands of work, family and geographical distance.
The Course is structured into four modules that interweave the dimension of security with the protection of the fundamental rights and freedoms recognised within the European Union's legal order.
First Module · Internal security: right and limit to the exercise of individual freedoms
- National security and fundamental rights and freedoms
- National security and public order: limits to Union law
- Building a European internal security: the need for and critical aspects of an integrated response to crime
Second Module · Respect for rights in criminal justice
- The instruments that directly affect personal liberty
- Rights within the EAW and its implementation, and the contribution of the Court of Justice
- The instruments concerning evidence of offences
- The instruments for protecting the rights of the defence: European procedural rights
- Cooperation instruments at European Union level for the protection of the victim
Third Module · Respect for the rights of freedom
- The right to the protection of personal data and police cooperation
- The difficult evolution of police cooperation
- Protection of personal data within the Union and the prospects opened by the Treaty of Lisbon
Fourth Module · The right to private property and the fight against crime
- The fight against money laundering put to the test of fundamental rights and freedoms
- The right to private property
At the end of the programme, participants assessed as suitable following the passing of the prescribed proficiency examinations are awarded by UNINTESS a Diploma that formally certifies the attainment of a high level of knowledge of the topics covered in the Course programme.
- Assessment: a single final assessment in the form of a multiple-choice test, passed with a minimum score of 18/30.
- Entry requirements: at least one of an old-system degree, a specialist degree, a secondary-school diploma or a three-year degree, or an equivalent foreign qualification.
- Timeframes: the exam may be taken at least one month after receipt of the teaching material and in any case within the 12th month following enrolment.
- Recognition: the Diploma does not carry university credits (CFU) issued by UNINTESS, but it may be submitted to your own Degree Course Board to be counted as curricular CFU; public-administration staff are provided with the documentation needed to request possible recognition of the Course.
